The project focuses on providing support to the regulatory and policy reform process in the transport sector, with the aim of aligning Moldova’s practices with the requirements of the Treaty establishing the Transport Community and advancing the EU accession process. This assignment involves implementing the key priority areas of the Transport Community to support initiatives and facilitate the decision-making process in the European integration context. A central element of this effort is supporting the Ministry of Infrastructure and Regional Development and the State Enterprise “Railways of Moldova” in activities necessary to establish two new companies for railway infrastructure management and operating passengers and freight transport. The central activity is related to preparation of the Action Plan for implementation of the Concept for the Restructuring of the Railway Sector and the State Enterprise “Railways of Moldova”. The assignment aims to fulfil obligations under the Railway Code of the Republic of Moldova, aligned with Directive 2012/34/EU on accounting separation between infrastructure management and transport operations, and to integrate Moldova into a Single European Railway Area by ensuring fair competition, transparency, and non-discriminatory access to rail infrastructure across Europe.
