WYG Consulting Ltd., in collaboration with the Institute for Development and International Relations (IRMO), has been awarded the project “Evaluation of Active Labour Market Policy Measures of the Croatian Employment Service (2017–2023).”
Commissioned by the Croatian Employment Service (HZZ/CES), the project entails a comprehensive, evidence-based evaluation of all Active Labour Market Policy (ALMP) measures implemented between January 2017 and December 2023. These measures include employment subsidies, internship support, vocational training, self-employment grants, public works programmes, seasonal employment schemes, and job retention initiatives.
The evaluation will assess each measure against key criteria-relevance, effectiveness, efficiency, impact, and sustainability, with a focus on outcomes related to employment, economic competitiveness, and social inclusion. Methodologically, it will combine qualitative and quantitative approaches, including advanced statistical analysis and stakeholder consultations across all regions of Croatia.
In addition, the project will review the internal processes and digital infrastructure of the HZZ/CES to identify opportunities for improvement. The findings will support strategic recommendations aimed at enhancing future ALMP design and delivery, and strengthening the overall effectiveness of employment policy in alignment with EU guidelines and national priorities.
