This project aims to strengthen the institutional, administrative, and operational capacities of Montenegro’s national IPA structures for the effective and sustainable implementation of EU-funded assistance in the field of environment and climate change under the IPA III framework (2021–2027).
The project focuses primarily on supporting the newly designated Managing Authority within the Ministry of Ecology, Sustainable Development and Northern Region Development, in particular the Division for EU Funds, which plays a central role in the planning, coordination, implementation, monitoring, and reporting of the Operational Programme 2024–2027 “Environment and Climate Change”. Additional support is provided to relevant directorates within the Ministry and to the Ministry of Public Works in its role as the Intermediate Body for Financial Management and Contracting Authority.
Through a structured and practice-oriented approach, the project delivers targeted capacity-building measures, including on-the-job training, thematic workshops, study visits to EU Member States, and tailored advisory support. Special emphasis is placed on strengthening internal procedures, audit preparedness, and the application of ex-post control mechanisms in line with the Financial Framework Partnership Agreement and IPA III requirements. The project also seeks to improve internal communication, coordination, and cooperation among key national IPA stakeholders to ensure coherent and efficient programme delivery.
By enhancing staff competencies, refining operational frameworks, and fostering stronger institutional coordination, the project contributes to the effective implementation of EU environmental and climate policies in Montenegro and supports the country’s broader EU accession objectives under Chapter 27 – Environment and Climate Change.
