WYG Consulting is conducting Impact Evaluation of the Cooperation Programme Interreg V-A Slovenia-Croatia 2014-2020. The Contracting Authority is Government Office of the Republic of Slovenia for Development and European Cohesion Policy. Cross-border cooperation between Slovenia and Croatia has been supported since 2003 under several EU instruments, like PHARE/CARDS, trilateral Neighbourhood Programme and IPA.
The Cooperation Programme SI-HR 2014-2020 aims at promoting a sustainable, safe and vibrant border area by fostering smart approaches to preservation, mobilisation and management of natural and cultural resources for the benefit of the people living and working in or visiting the area. The programme was granted EUR 46,114,193 from the European Regional Development Fund, comprises 17 NUTS 3 regions and is focused on three priority axes: PA1 – Integrated flood risk management in transboundary river basins, PA2 – Preservation and sustainable use of natural and cultural resources, and PA3 – Healthy, safe and accessible border areas. Within mentioned priority axes 38 projects were conducted.
During one-year evaluation, WYG’s team will assess the relevance, sustainability and impact of the programme results and outputs, while also preparing the recommendations for the future cross-border programme between Slovenia and Croatia 2021-2027. The Impact evaluation will be carried out using a theory-based approach which will result in the identification of causal links between inputs, activities, outcomes, and impacts. The following methods are most commonly used in theory-based approach: standardised surveys, literature analysis, interviews, focus groups and case studies that allow for qualitative impact evaluation.
