Kosovo faces major challenges in delivering social housing due to economic, political, and environmental factors-further compounded by the pandemic, urbanization, migration, and climate change.
In response, Kosovo, with UN-Habitat, launched the Adequate Social Housing Programme, a long-term effort to:
🔹 Strengthen institutional capacity and coordination.
🔹 Develop a solid legislative framework.
🔹 Mobilize investments, including public-private partnerships.
With Western Balkans Investment Framework (WBIF) support, the programme will:
✔️ Expand public social and affordable rental housing.
✔️ Improve housing for vulnerable households to ensure safe living conditions.
This 10-year+ initiative aims to build resilience and improve housing for Kosovo’s most vulnerable. WYGC is supporting COWI in providing technical assistance focused on developing a robust implementation system. This involves creating a comprehensive Project Implementation Manual (PIM) and offering hands-on support for selecting, planning, and executing sub-projects-including procurement, execution of works, and ongoing monitoring.
